NCWA Mid-Atlantic Conference Rules

2014-2015 Conference Leadership:
Conference Chairman: Allen Hackmann (Liberty University)
Conference Commissioner: Open
Conference Treasurer: James Enloe (Tennessee Temple University)
Conference Alumni Representative: Marcus Chevres (The Apprentice School)
b) Contracting of the required number of NCAA Certified Officials for event no later than December 31st of each season. Minimum # of Officials and Mat Requirements (minimum):
<50 athletes = 2 officials on 2 mats with 2 required 20 minute breaks (suggested officials fee of $200 each)
51-80 athletes = 3 officials on 2 mats ($175 each official)
81-120 athletes = 4 officials on 3 mats ($185 each official)
121-160 athletes = 5 officials on 4 mats ($225 each official)
>161 athletes = 6 officials on 4 mats ($225 each official, add $75 and housing for 2-day event)
----- Officials compensation, duties, and maximum hours should be spelled out in the contract
c) The host coach should co-sponsor the Conference Chairman and Commissioner the final results, wildcards, and national entry documents.
d) All certified results and national entry forms must be completed and overnight mailed to the NCWA on the Monday following the Conference Qualifying tournament
e) All fines and dues must be collected by the host and Conference Commissioner prior to allowing entry of a team into the event.
f) The host must retain the services of a certified trainer (2 minimum).
g) Conference tournaments should use TrackWrestling to direct the tournament. The NCWA will reimburse the host institution for associated fees.
h) The host must acquire adequate liability insurance. The NCWA will typically supply needed certificates.
i) Award medals must be ordered from the NCWA no later than January 15th of each season. The NCWA will bear the cost of 3 medals per weight if ordered by deadline.
10. Tournament Committee. The Conference Tournament Committee is typically made up of the following 3 individuals: Host Institution Coach (responsible for facility, mats, clocks, venue set-up and tear-down, medical staff, tournament staff, and officials), Conference Chairman (responsible for reporting results and submitting all required documents to the NCWA via overnight mail), and the Conference Commissioner (responsible for athlete check-in, academic compliance, and collecting fines).
The Tournament Committee will be jointly responsible to:
a) Conduct the event seeding meeting. The seeding meeting time and date must be posted on the Conference Information website a minimum of 10 days prior to the meeting.
b) Resolve any disputes or official protests during the event using the NCAA rule book where applicable.
c) Conducting the After-Conference Meeting to address: 1) Wildcard selections and NCWA National tournament; 2) Discussing rule changes to be brought to the NCWA at the Vision Forum; 3) Determining the host of the following year’s Conference Qualifying tournament; 4) Changing any rules/guidelines for the Conference; 5) Voting on new Conference Leadership. The newly elected leadership will take office after the conclusion of the NCWA National tournament that season.
d) Holding the Conference Chairman accountable for supplying the NCWA with event results, wildcard, and all other information required.
11. National Seeding. Each Conference will give input to the National Tournament on seeding. Each outgoing Conference Chairman shall rank the top individuals as per Scott Sherman’s National Spreadsheet to be considered for National Seeding. The Conference Tournament Committee must supply all results to Scott Sherman by midnight on the day after the conclusion of the Conference Qualifying tournament.
12. Conference Tournament. The conference will not be hosted by the same institution in consecutive years unless it is the only option. The team voted as second will be the fail-safe option and should make preparations to host in case the first institution’s venue falls through.
13. Quorum. 75% of the active membership must be in attendance to vote for Conference rule changes.

- Conference Fees. The 2014-2015 NCWA Mid-Atlantic Conference Fee will be $50 per team payable to the League Treasurer to be placed in the Conference account by December 1st of each season. Monies collected will be used to send an official representing the MAC to the NCWA National tournament each season and to defray the cost for Conference Board Members to attend the NCWA Vision Forum/NWCA Annual Convention.
- Conference Treasury. A checking account should be maintained by the incoming Treasurer/Development Chair each year. All team fees, fines collected, and monies left over from the Conference tournament should be kept in this account. The MAC Chairman (not from same school) will act as co-signer on the account.
- Conference Schedules and Collegiate Cup Qualifier. A conference meet schedule should be in place by October 1st of each year. Teams that set up duals and fail to show for a contracted dual using the NCWA published contract form will be fined a minimum of $100, which will be given to the host institution unless by mutual agreement. A team that fails to show for a contracted dual will not be able to participate in the Conference tournament until all fines are paid. Teams must compete in a minimum of 4 dual meets to qualify for the NCWA Collegiate Cup the following semester (i.e. Fall Semester would have at least 4 duals which can be contested on the same day). A qualifying dual would have 6 weight classes contested.
- Teams Attending Conference. Teams that do not send at least one of their national qualifiers that place in the top-3 at the Conference Qualifying tournament to the NCWA National Championship (unless there is a documented injury barring participation at Nationals) may be banned from the next year’s Conference tournament subject to a Conference Board vote.
- Wrestlers per Weight Class at Conference. Only 3 wrestlers per team per weight class are permitted to enter the Conference tournament with top-2 for each team able to qualify for Nationals at a weight class. Per NCWA rules, transition teams will only get 1 qualifier per weight class to the National tournament.
- Tournament Weigh-in Policy. Wrestlers are locked into a weight class at the conclusion of the Conference Seeding meeting. If the wrestler fails to make weight at that weight class, he will not be able to wrestle at another weight class.
- Conference Hosting and Monetary Compensation. The team hosting the event will collect entry fees on behalf of the Mid-Atlantic Conference. $10 of each individual entry fee goes directly to the NCWA. The remainder of the fees may be used to offset costs incurred by the host school in terms of venue cost, referee fees, and hospitality for coaches/staff/referees. Any money from the entry fee above the amount required to host (and said responsibilities above) will be kept in the Conference treasury to be used as the Board requires to send referees to Nationals or Board Members to the Vision Forum each year. Money raised from sponsorships, gate, concessions, and Conference merchandising will be kept by the host institution. The host team will be permitted to enter up to 3 wrestlers per weight class into the Conference tournament at the $10 NCWA fee.
- Contact Information. All teams will maintain updated contact information on the NCWA website. The Conference Chairman or Conference Commissioner will be responsible for sending out valid contact information to each head coach within the conference by October 1st of each season. Student-led programs will be required to update contact information for the incoming President after the National tournament each season.
- Conference Tournament Best Practices. The host school should follow the best practices posted by the NCWA when hosting the Conference Qualifying tournament. The following are said best practices:
